    - `lon` number, required: Site longitude (WGS-84)
    - `capacity_mw` number: Planned IT load in megawatts
    - `tier_level` integer: Uptime Institute tier level (1-4)
    - `cooling_type` string: Cooling strategy: evaporative, air, liquid, hybrid
