Search for Smart Citizen devices near a location or by city.

Queries the Smart Citizen API for devices within the specified
radius of the given coordinates, or by city name. Returns device
metadata including available sensor types.

**Pricing:** Included in subscription tiers (legacy list price: GET /api/v1/billing/pricing).

## Query parameters

- `lat` number, nullable: Center latitude for geographic search
- `lon` number, nullable: Center longitude for geographic search
- `radius_km` number: Search radius in kilometers (default 25)
- `city` string, nullable: City name filter (alternative to lat/lon search)
- `x_api_key` string, nullable
