Convert PGA/PGV to Modified Mercalli Intensity (MMI).

Uses the Wald et al. (1999) empirical relation to convert peak
ground acceleration (PGA) in units of g to Modified Mercalli
Intensity (I-XII). Optionally uses PGV for improved estimate.

- pga_g : float -- Peak ground acceleration in g (required)
- pgv_cms : float -- Peak ground velocity in cm/s (optional)
