Find matching detections across all citizen seismic networks for an event.

Searches Raspberry Shake (AM), Quake-Catcher Network (QC), and
Community Seismic Network (CJ) for stations near the specified
epicenter. Computes expected P- and S-wave arrival times and
identifies which independent networks could cross-validate the
detection.

This is especially useful for confirming real earthquake
detections by requiring agreement across multiple independent
citizen sensor networks, reducing false-positive rates.

Parameters

event_time : str
    Event origin time (ISO 8601 UTC).
lat : float
    Epicenter latitude.
lon : float
    Epicenter longitude.
radius_deg : float
    Station search radius in degrees (default 5).

- `event_time` string, required: Event origin time (ISO 8601 UTC, e.g. '2026-03-04T12:30:00')
- `lat` number, required: Event epicenter latitude
