ML features for earthquake predictor from Caltrans data.

Computes a set of features that enrich the DeepMap AI
earthquake predictor for UCERF3 California regions:

    - subsurface_temp_anomaly: RWIS temp deviation from baseline
    - pavement_moisture_anomaly: moisture sensor deviation
    - traffic_flow_anomaly: PeMS flow departure from mean
    - bridge_condition_stress: NBI trend + vulnerability index
    - fault_proximity_score: inverse distance to nearest fault
    - rwis_wind_anomaly: wind speed departure
    - pems_speed_drop_indicator: sudden speed decrease flag

Returns both individual signals (0-1 scale) and a composite
score with risk level classification.
