Returns sub-surface temperature, surface temperature, humidity,
wind speed/direction, precipitation, and visibility for all
RWIS stations in the specified district.

Districts: 1=Eureka, 2=Redding, 3=Marysville, 4=Oakland,
5=SLO, 6=Fresno, 7=LA, 8=SanBernardino, 9=Bishop,
10=Stockton, 11=SanDiego, 12=Irvine.
