RWIS stations near known California fault traces.

Identifies Caltrans RWIS weather stations within *radius_km*
that are also close to mapped fault traces (San Andreas,
San Jacinto, Hayward, Calaveras, Rodgers Creek, Elsinore,
Garlock, Newport-Inglewood).

These stations provide subsurface temperature and moisture
measurements that can detect stress-induced thermal anomalies
along fault zones.
