Live evaluation -- returns CYCLE/THROTTLE/PAUSE/STOP for a site.

Production caller flow:
  1. Customer provides lat/lon (or stable site_id) for any BSA site.
  2. Engine evaluates 5 sub-axes (static prior + convergence + microseism +
     EQ activity + ETAS).
  3. Returns composite + classification + per-sub-axis detail.
  4. Persists to data/bsa_cycling_recommendations.db when persist=True.

  - `lat` number, required
  - `lon` number, required
  - `site_id` string, nullable: Optional stable site identifier
  - `site_name` string, nullable
  - `region` string, nullable: Convergence-gate baseline key (default: basin or auto)
  - `cyclic_safety_score` number, nullable: BSA v1.2 CSS (0-100). Skip for unranked sites.
  - `persist` boolean: Set True from authenticated SaaS clients
