`POST /api/v1/alerts/subscribe`

Register a new alert subscriber (DOUBLE OPT-IN).

The subscriber is created UNVERIFIED.  A confirmation email is
sent with a one-click link; alerts are delivered only after the
subscriber clicks it (sets ``verified = 1``).  This kills bot
signups and email-bombing -- you cannot subscribe someone else's
address, only their own inbox can confirm.
