Only PUBLIC (active) tiers are exposed. Leviathan is an internal-only tier
(active:False) and must never leak via this endpoint — filtering on `active`
keeps it out of the public JSON. This changes disclosure only; it does not
touch prices, entitlements, or any checkout/billing logic.
