Completed UTC calendar month only. Includes consented external production organizations, with at least five distinct organizations per published mode/outcome cell. Smaller cells and all cross-cell totals are suppressed. Empty eligible cohorts are not published. Existing months return the original artifact. This prepares evidence and does not publish or email it.

- `201`: Signed artifact prepared for editorial review
- `400`: Month has not completed
- `403`: Platform operator authentication required
- `409`: Insufficient consented cohort or concurrent freeze; no replacement
