Exporte les lignes d'apprentissage L0 modifiées depuis `since`.

Lecture seule, en mode `ro` sur le SQLite : ne peut ni verrouiller ni
altérer la base de VPS-3. Réponse : {table: [ligne, ...]} plus le
filigrane le plus récent rencontré, que VPS-1 renvoie au tour suivant.
