`GET /electricity-rates/county/{county_fips}`

## Request

The utilities that serve a county with their home, business and industry prices in the county's state, the typical home price there (weighted by home customers), and the state averages with the monthly bill. For delivery-only utilities est_full_price_cents adds the state's average energy price; where retailers sell power and delivery together, state_retail_choice_price_cents gives their average price.
