`GET /elections/turnout`

## Request

Voter turnout by state or county and election: votes in the biggest race, citizen voting-age population from the matching five-year survey, turnout as a share of citizen adults and, where reported, ballots cast and turnout of registered voters.

The answer is {total, limit, offset, sort, order, rows, about}; sort is turnout, top_office_votes, cvap, name, year or registered_turnout.
