`GET /colleges/summary`

## Request

Totals and medians of the colleges of the US, a state, a county, a city or a ZIP code, or grouped by state, county, ownership or level: colleges, undergraduate and graduate students, counts by ownership and level, and the medians across colleges (each college counts once) of tuition, net price, admission, completion and retention rates, median debt and earnings.

The answer is {group_by, filters, data_date, totals, rows (with group_by), about}.
