`POST /auth/login-api/code`

SPA OTP step 1: issue + email a code.

Errors surfaced to the UI:
  - 400 if CAPTCHA fails
  - 401 if the email isn't a known active account
  - 403 if the account exists but hasn't verified its email
SMTP delivery is fire-and-forget — a transient SMTP outage no longer blocks
the request; failures land in logs/Sentry and the user can hit Resend.
Honeypot triggers a silent 200 with no code issued, so bots see "success"
but no email actually goes out.
