`GET /api/teams/by-table/{table_id}`

Teams the given table is currently granted to.

Mirrors the team-detail page's `tables` list but inverted — lets the
table-management UI show "which teams can see this table" without
iterating every team. Cross-org safe: returns 404 if the table is
not in the caller's org.
