# List public consultations

`GET /v1/consultations`

## Request

Authoritative data on open public consultations (consultas públicas), sourced directly from official consultation portals and ministry sites (see 'Data sources' below). Use it for 'is there an open public consultation on [topic] in [country]?' or 'which public consultations are closing soon that I should comment on?' type questions.

Paginated across countries, newest first. `country_code` is comma-separated (e.g. `BR,CO`); omit to return all accessible countries. Use `since`/`until` (YYYY-MM-DD) to filter by publication date, or `closing_before`/`closing_after`/`status` to filter by vigencia (end_date) — e.g. `status=open` for consultations still accepting comments, or `closing_before=<date>` for ones closing soon. For 'consultations closing in the next N days', pass `status=open` + `closing_before=<today+N days>`; combine with `q=<topic>` to narrow to one industry/subject. Results are sorted newest-published first by default; `order_by=end_date` lists the ones closing soonest first, across pages (`end_date_desc` for the reverse). Consultations are open processes where citizens or companies can submit comments on proposed regulations or policy changes. Use `entity_id` for 'consultas públicas abiertas de <agency>' questions — resolve the name with list_entities(q="<name>") first; every row also carries its own `entity_id`/`entity_name`. Use `q` to search by title or meaning — it tries the hybrid/semantic search engine first, and falls back automatically to a plain title match (accent/case/whitespace-insensitive) if the engine is unavailable or finds no hit above `min_similarity`.

**Data sources:** official public-consultation portals and ministry sites — e.g. SUCOP and sector ministries (Colombia), Ministerio de Energía/Economía/Salud (Chile), Aporte Cívico (Ecuador), participa.br (Brazil). `external_link` points to the official consultation form or notice.

- `closing_before` string, date, nullable: Only consultations closing on or before this date (YYYY-MM-DD), i.e. end_date <= closing_before.
- `closing_after` string, date, nullable: Only consultations closing on or after this date (YYYY-MM-DD), i.e. end_date >= closing_after.
- `status` 'open' | 'closed', nullable: Filter by vigencia: 'open' = end_date is null or still in the future; 'closed' = end_date has passed.
- `entity_id` string, nullable: Filter by the issuing agency's entity ID; comma-separated for several at once. Use list_entities(q='<name>') to resolve a name like 'ANEEL' or 'Ministério de Minas e Energia' to its ID.
- `q` string, nullable: Search consultations by title or meaning. Tries the hybrid/semantic search engine first (ranked by relevance; `since`/`until` still apply). Pass a `cursor` and it stays on the keyword path instead, since ranked results are a single page. If it's unavailable or finds no match, falls back to a plain title substring match (accent/case/whitespace-insensitive).
- `min_similarity` number: Relevance floor for the semantic branch of `q` (0-1). Hits at or below it are discarded; if nothing survives, `q` falls back to the keyword match. Lower it to widen a search that came back empty.
- `min_rerank` number, nullable: Cross-encoder floor for the semantic branch of `q`. This is the filter that discriminates: measured on production, 58% of rows that clear `min_similarity` are rejected here, and the two similarity ranges overlap almost completely. Rows dropped by it come back under `empty_result.near_misses` when nothing else survives. Pass a value below every score (e.g. -1000) to disable it.
- `order_by` 'ingested' | 'end_date' | 'end_date_desc': 'ingested' (default): newest-published first. 'end_date': closing soonest first. 'end_date_desc': latest closing date first. With `q`, the semantic page is re-sorted by it. A cursor only continues the order it was issued for.
- `country_code` string, nullable: Comma-separated country codes, e.g. BR,CO,CL.
- `country_id` string, nullable: Deprecated alias: comma-separated numeric ids, e.g. 8,2,6.
