# Most active bill authors

`GET /v1/bill-authors/top`

## Request

- Base URL: `https://api.dapperglobal.com`
- URL: `https://api.dapperglobal.com/v1/bill-authors/top`
- Auth: API key in header `X-API-Key`

Legislators ranked by how many bills they filed in a window — the direct answer to '¿qué congresistas han presentado más proyectos de ley este periodo?', which otherwise means paging a country's whole docket and tallying authors client-side. Pass `co_author_of=<actor_id>` to turn the same ranking into a co-authorship ranking: who most often co-signs that legislator's bills.

`since`/`until` (YYYY-MM-DD) bound the window on the bill's filing date; `party_id` narrows to one bancada (use list_parties to discover IDs); `country_code` is comma-separated, omit for every accessible country. Counts distinct bills, so a bill that lists the same author twice still counts once.

⚠️ This ranks who is RECORDED as the author. Coverage is uneven — about 91% of Colombian and Peruvian bills carry an author, but only ~28% in Brazil, Chile and Rep. Dominicana, and none in Venezuela — so in those countries the ranking reflects ingestion as much as activity. Say so rather than presenting it as a complete tally.

## Query parameters

- `since` string, date, nullable: Count bills filed on or after this date (YYYY-MM-DD).
- `until` string, date, nullable: Count bills filed on or before this date (YYYY-MM-DD).
- `party_id` integer, nullable: Only count authors in this party. Use list_parties(country_code=...) for IDs.
- `co_author_of` integer, nullable: Rank only the people who co-sign this actor's bills, most frequent first — the answer to 'who does X legislate with?'. The actor themself is excluded (they sign all of their own). Resolve the id with list_actors(q='<name>').
- `limit` integer: How many authors to return, ranked by bills filed in the window (1-50).
- `country_code` string, nullable: Comma-separated country codes, e.g. BR,CO,CL.
- `country_id` string, nullable: Deprecated alias: comma-separated numeric ids, e.g. 8,2,6.

## Response `200`

Successful Response

- ActorBillCount[]
  - `dapper_url` string, nullable: This record's page in the Dapper platform (dapperglobal.com) — hand this to a person who wants the full detail. Use it as given; the routes are not derivable from the payload. `null` means the record has no page (see the field's per-domain notes), not that the link is missing. Distinct from `external_link`/`congress_records[].link`, which point at the original official document.
  - `country_code` string, nullable
  - `country_id` integer, nullable
  - `id` integer, required
  - `name` string, nullable
  - `party` string, nullable
  - `party_id` integer, nullable
  - `count` integer, required

## Other responses

- `422`: Validation Error
