LEDG-2654: PPR came back from a production dump with 34 migrations
claiming to be applied and none of them run, and the only way to see
that was a shell on the machine. Whoever has no production access had
to request a deploy just to read the state.

🚨 Admin-only from the first line. The payload names the schema's
internals and carries the tracebacks of failed migrations. (The sibling
/site/logs/ already serves whole log files to the same audience, so
this opens no new door -- but it must not be the endpoint that does.)
