`POST downed_machines` (webhook)

## Payload

- DownedMachinesEvent: Payload sent for the downed_machines webhook event.
  - `event_id` string, uuid: Unique event identifier for idempotency
  - `event_type` string: Event type key
  - `occurred_at` string, date-time: Time the event occurred (UTC)
  - `organization_id` string, required: Organization that owns the downed machines
  - `machines` DownedMachine[], required: Machines that currently appear down
    - `machine_id` string, uuid, required: Machine identifier
    - `name` string, nullable: Machine display name
    - `organization_id` string, required: Organization that owns the machine
    - `status` 'connected' | 'disconnected' | 'error', required
    - `last_seen` string, date-time, required: Last time Cyberdesk observed the machine
    - `reason` string, required: Why the machine currently appears down
