Resolve free text to the CAEN codes companies actually use.

Call this before filtering when the user gave words rather than codes, and show the
caller what it matched — a resolution nobody sees is a resolution nobody can correct.

Codes with no companies are never returned. They are reported under
`excluded_obsolete`, because the nomenclator is more than half CAEN Rev.1 and those
dead codes are precisely what a description search matches first.

- `q` string: Free text or a CAEN code
- `limit` integer
