Operational snapshot of CT-log shard stalls: logs with a large failed-shard pile and no recent ``last_progress_at``. Updated every 15 minutes by the maintenance beat. Fail-open — an empty ``stalled_failed_logs`` list is valid.

Successful Response

- IngestionStatus
  - `stalled_failed_logs` StalledFailedLog[]: Logs whose failed shard count exceeds the stall threshold and whose progress timestamp is older than the stall window. Empty when healthy or before the first watchdog tick.
    - `log_url` string, required: CT log URL.
    - `failed_count` integer, required: Shards in ``state='failed'`` for this log.
    - `max_last_progress_at` string, nullable: UTC max ``last_progress_at`` across all shards for this log.
  - `computed_at` string, nullable: UTC time of the last successful watchdog snapshot.
  - `failed_threshold` integer, nullable: Minimum failed shards required to consider a log stalled.
  - `stale_hours` integer, nullable: Progress must be newer than this many hours to avoid stall.
