Successful Response

- SealAttemptsHealth: ``GET /health.seal_attempts`` — shard-bloom seal-attempt outcomes. Instrument-only. Does not change seal predicates. Fail-open: a Redis error is ``state=unknown`` with null counts, never a fake zero.
  - `state` 'ok' | 'quiet' | 'unknown', required: ``ok`` when at least one attempt has been recorded; ``quiet`` when Redis was readable and the hash is empty; ``unknown`` when the store could not be read (never a false zero).
  - `attempts` object, nullable: Counters keyed ``{path}|{outcome}`` (path is ``merge`` or ``forward``; outcome is e.g. ``sealed``, ``incomplete_no_span``, ``incomplete_start``, ``empty_refuse``). Null on store error.
  - `total` integer, nullable: Sum of all attempt counters. Null on store error.
  - `sealed_total` integer, nullable: Sum of counters whose outcome is ``sealed``. Null on store error. Not a completeness claim — only the instrumented attempt path.
  - `reason` string, nullable: Why ``state`` is not ``ok``: ``zero_attempts``, ``redis_unavailable``, ``redis_error``. Null on ``ok``.
  - `incomplete_null_observed_bounds` integer, nullable: Incomplete ``shard_bloom_filters`` rows whose ``observed_min_leaf`` or ``observed_max_leaf`` is NULL. The merge span test cannot pass until both bounds exist. Null on store error — never a fake zero.
  - `incomplete_retired_logs` integer, nullable: Incomplete filters on retired CT logs — not actionable for seal progress. Null on store error.
  - `incomplete_active_logs` integer, nullable: Incomplete filters on non-retired CT logs — the actionable incomplete population. Null on store error.
