Dry-powder signal: z-score of current reserves vs 30d baseline.

Signal interpretation:
- **accumulating** (z > +1): institutional capital staging on exchanges
- **depleting** (z < -1): capital deployed or off-ramped
- **neutral**: within normal range

Returns 'unknown' until ≥8 historical snapshots have been collected.
