`GET /api/v1/hyperliquid/meta`

Exchange metadata: assets, max leverage, specs — plus the fee schedule.

``fees`` is Hyperliquid's published schedule as fractions of notional
(``perps.taker`` 0.00045 = 0.045%): base-tier ``perps`` / ``spot`` rates, the
full ``volume_tiers`` table, and ``as_of`` / ``source`` so you can check it.
It is venue-wide — HL has no per-coin fee — and static on our side.
