Return the caller's plan + this-month budget state (two-bucket aware).

Powers ``crowe-logic whoami`` so the user sees flagship vs standard token
usage against their limits, not just the tier name. Read-only; mirrors the
accounting in ``_enforce_token_budget``. Free/anon principals report the
daily turn cap instead of monthly token budgets.
