Stripe webhook. NOT key-authed: verified by the Stripe signature. One endpoint
serves both billing flows: subs.handle_webhook verifies the signature once, then
dispatches subscription lifecycle events itself and forwards one-time credit-pack
checkouts to of_payments (idempotent on both sides).
