Create a new dependency configuration

## Request body

- DependencyConfig
  - `_id` string — MongoDB ObjectId represented as a hexadecimal string
  - `name` string — Name of the dependency configuration
  - `type` 'python' | 'node' — Type of dependencies (programming language)
  - `path` string — Path to the dependency file
  - `file_name` string — Name of the dependency file (e.g., requirements.txt, package.json)
  - `created_at` string, date-time
  - `updated_at` string, date-time
  - `created_by` string — MongoDB ObjectId represented as a hexadecimal string
  - `updated_by` string — MongoDB ObjectId represented as a hexadecimal string
