`POST /agent/v1/register`

Validate the license key + sign the agent's CSR. ITERATION 1 caveat:
the CSR signing uses a stub local-CA path. Production swap-in points:

    SIGN_CA_KEY_PATH=/etc/continueops/ca/key.pem
    SIGN_CA_CERT_PATH=/etc/continueops/ca/cert.pem
