Make a request to update a rtce topic.

- object — An RtceTopic represents a customer's Kafka topic enabled for real-time context engine capabilities, providing low-latency data access and lookups. ## The Rtce Topics Model <SchemaDefinition schemaRef="#/components/schemas/rtce.v1.RtceTopic" />
  - `api_version` 'rtce/v1' — APIVersion defines the schema version of this representation of a resource.
  - `kind` 'RtceTopic' — Kind defines the object this REST resource represents.
  - `metadata` object — ObjectMeta is metadata that all persisted resources must have, which includes all objects users must create.
    - `self` string, uri, required — Self is a Uniform Resource Locator (URL) at which an object can be addressed. This URL encodes the service location, API version, and other particulars necessary to locate the resource at a point in time
    - `resource_name` string, uri — Resource Name is a Uniform Resource Identifier (URI) that is globally unique across space and time. It is represented as a Confluent Resource Name
    - `created_at` string, date-time — The date and time at which this object was created. It is represented in RFC3339 format and is in UTC.
    - `updated_at` string, date-time — The date and time at which this object was last updated. It is represented in RFC3339 format and is in UTC.
    - `deleted_at` string, date-time — The date and time at which this object was (or will be) deleted. It is represented in RFC3339 format and is in UTC.
  - `spec` object, required — The desired state of the Rtce Topic
    - `cloud` string — The cloud provider where the RTCE topic is deployed.
    - `region` string — The cloud region where the RTCE topic is deployed.
    - `topic_name` string — The Kafka topic name containing the data for the RTCE topic.
    - `description` string — A model-readable description of the RTCE topic.
    - `environment` object, required — The environment to which the target Kafka cluster belongs.

      - `resource_name` string, uri, required — CRN reference to the referred resource
  - `status` RtceV1RtceTopicStatus — The status of the Rtce Topic
    - `phase` string, required — The lifecycle phase of the RtceTopic: PENDING: RtceTopic is pending initial validation; PROVISIONING: RtceTopic infrastructure is being provisioned; ACTIVE: RtceTopic is active and ready for use; DELETING: RtceTopic is being deleted; FAILED: RtceTopic provisioning failed; UNAVAILABLE: RtceTopic is temporarily unavailable.
    - `error_message` string — Displayable error message if RtceTopic is in a failed state.
