Delete a concentration rule in a virtual cluster

## Request body

- ConcentrationRuleId
  - `name` string, required: The name of the concentration rule (identifier in a virtual cluster)
  - `vCluster` string: The virtual cluster of the concentration rule. Default to `passthrough` if not provided.

## Response `204`

## Other responses

- `400`: The request is not valid
- `401`: The given credentials are not valid
- `404`: The given name does not exist in the given virtual cluster
- `500`: An unexpected error occurred in the server
