Request a precise spending change for a refusal delivered to this caller.
 Repeated submissions return the canonical task; personal app restrictions need no approval.

## Request body

- C1ApiTaskV1TaskServiceCreateSpendRemedyRequest: TaskServiceCreateSpendRemedyRequest requests a scoped change through the configured policy. Beneficiary, operation and authority are derived from the caller's verified refusal. This message contains a oneof named requested_change. Only a single field of the following list may be set at a time: - personalExtension - sharedIncrease - resume
  - `appId` string: Narrows delivered audience proof. An APP-scoped refusal may supply this context; other scopes require it. The verified receipt determines the app.
  - `blockId` string: The blockId field.
  - `personalExtension` C1ApiTaskV1SpendRemedyPersonalExtensionRequest: A proposed personal replacement total and absolute expiration.
    - `expiresAt` string, date-time, nullable
    - `total` C1ApiFundsV1Money: Money is a non-negative monetary value used by spending controls.
      - `currencyCode` string: ISO 4217 currency code.
      - `nanos` integer: Fractional nano-units, from zero through 999999999.
      - `units` string, int64: Whole currency units. The bound keeps nano-unit conversion within int64.
  - `predecessorTaskId` string: Explicit reconsideration names the current closed request.
  - `reason` string: The reason field.
  - `resume` C1ApiTaskV1SpendRemedyResumeRequest: Resume carries no monetary terms or expiration.
  - `sharedIncrease` C1ApiTaskV1SpendRemedySharedIncreaseRequest: A proposed shared replacement total, never an additive credit.
    - `total` C1ApiFundsV1Money: Money is a non-negative monetary value used by spending controls.
      - `currencyCode` string: ISO 4217 currency code.
