Return the safe, client-scoped OAuth bootstrap contract.

This descriptor is intentionally public and read-only. It tells an MCP
client where to discover the protected-resource and authorization-server
metadata, and where an operator can request approval. It never creates an
OAuth client, returns a client secret, or treats a submitted request as
approved. Client IDs and resource audiences are activated only after
manual review in the Supabase OAuth configuration.
