Create an organization account before browser authorization. Include a stable creation_key in the body to make retries return the original account, even after it is renamed or revoked. Reusing that key with different toolkit/name input returns 409. Keys are scoped to organization and initiating user. Idempotency-Key, when supplied, must match creation_key. Older servers reject the explicit creation_key field rather than silently performing an unsafe retry. Omitting creation_key preserves legacy create-per-request behavior.
