OAuth 2.0 Dynamic Client Registration (RFC 7591).

Open registration so MCP clients (e.g. Claude) can self-register — this grants
nothing on its own; a user must still log in and consent. Public by default
(token_endpoint_auth_method=none, PKCE); a secret is issued only if a
confidential method is requested.
