Set or clear the privacy override on a company, participant or property.

When active on a participant: address hidden from all public responses,
profile page rendered noindex, excluded from sitemaps. When active on a
property (a granted objection per property): the property's details are
withheld; the API, lookup and page show only its number, type, address and
parcel with withheld=true, and the sitemap skips it. Runs the full
side-effect chain (audit log, IndexNow ping, ISR cache purge).

- UtilityPrivacyOverrideRequest
  - `target_type` 'company' | 'participant' | 'property', required
  - `target_id` string, required: CVR for companies, unit number for participants, BFE number for properties
  - `active` boolean, required: True to enable the override, False to clear it
  - `reason` string, nullable: Free-text reason (e.g. email reference) — required when activating
  - `operator` string, required: Human responsible for the action — goes in the audit trail
  - `hide_person` boolean: Participants only: fully suppress the person from all public surfaces (profile 404s, removed from search and from company pages). Implies active.
