Suggest what an unlogged day means for a metric that's being created.

Body: ``{name, category?, data_type, unit?, description?}``. Returns
``{"policy", "source": "classifier"|"type_default", "confidence", "applied"}`` —
the policy creating the metric without an explicit choice would use (a confident
classifier pick, else the type default). Never errors on classifier failure.
