Returns ``{effective_policy, is_type_default, days_in_range, logged_days,
filled_days, unfilled_days, first_logged, last_logged}`` computed by the same
daily series code analysis uses, so the numbers match what correlations saw.

- `start` string, nullable: ISO date/datetime, inclusive; 'first_logged' = the metric's first log; default 90 days ago
- `end` string, nullable: ISO date/datetime, exclusive; default now
- `tz` string, nullable: IANA timezone for day boundaries
