Return connection status for the Oura integration.

Self-heals orphaned imports: a run left at ``running``/``pending`` by a process that
died mid-backfill (redeploy, OOM, SIGTERM — not a Python exception) is re-queued in the
background so the status reflects an actually-progressing import rather than lying
"in progress" forever. See :func:`_maybe_resume_orphaned_backfill`.
