`POST /api/v1/analysis/build`

Consolidated analysis: one raw fetch → series + summaries + correlations.

The mobile analysis page calls this instead of the three single-purpose
endpoints, so a Build fetches raw measurements once (and only the uncovered
gaps, via the Layer 1 cache) rather than three times.

Returns the same payloads the legacy endpoints do for the same request,
including their per-endpoint ``resample`` defaults: series/summary default to
``"None"`` and correlations to ``"D"`` when the client omits ``resample``
(when ``resample`` is provided, all three use it). ``correlations`` is
``None`` for fewer than two metrics, so the client can drive its empty state.

To bound payload size, the series + summary resample is downsampled to a
coarser rule when the requested one would exceed :data:`SERIES_POINT_BUDGET`
points across all traces; when that happens a ``notice`` describes the change
so the client can surface it. ``notice`` is ``None`` otherwise.
