`PUT /api/v1/integrations/{provider}/channel-routes`

## Request

Route one resource (e.g. a Slack channel) to a different tenant the
same owner controls (CLO-377). Owner-only on both ends: the caller must
own the account's primary tenant *and* the target tenant, or this
becomes a way to leak one user's traffic into a stranger's tenant.
