Fork-graph for a paper's confident implementations.

For each `official` / `high_confidence_community` repo attached to the
paper, returns aggregate fork counts plus the top-N notable forks (active,
sorted by stars). Backed by the `repository_forks` table populated by the
2026-04 backfill (1.5M edges across 89k distinct parents).

Args:
    paper_id: Paper ID (arXiv ID, S2 hash, or `or_<id>`).
    parent_limit: Cap on how many parent repos to walk.
    forks_per_parent: Cap on notable forks returned per parent.
