Without a token: 401 with WWW-Authenticate: Bearer resource_metadata pointing at the RFC 9728 metadata. With a valid token: 200 listing the real auth endpoints, methods and the sandbox.

- `401`: Missing, malformed, expired or wrong-audience Bearer token. WWW-Authenticate carries the resource metadata URL.
- `405`: The HTTP method is not supported.
