# Record a voicemail left in the IVR and open a callback case

## Request

Phase 1 of GE-2588's two-phase voicemail ingestion.

Called by the `voicemail-complete` Twilio Function from the Studio
recorder's `recordingComplete` and `hangup` transitions. Idempotent: a
redelivery returns the case the first delivery opened, and reports
`caseCreated` for it too, since the field tells the Function a case is in
place for this voicemail rather than which of the two deliveries opened it.

## Request body

- IVRVoicemailRequest: Posted by the `voicemail-complete` Twilio Function (GE-2588). camelCase to match what a Studio Run Function hands its Function, and what the other IVR endpoints on this router already accept. Only `callSid` and `voicemailReason` are required. Everything else is optional on purpose: the `hangup` transition can fire without recording parameters, and refusing the request over a missing field would lose the voicemail, which is the failure this endpoint exists to fix.
