  - `taxes` TaxRule[], required: Flat list of selectable tax category + rate combinations
    - `value` string, required: Identifier to store against a mapping and send back on save. Composed by this service so the caller never has to build one: the category/key/rate triple joined by ":" for a country-defined option, or the partner's own code for a provider-supplied one.
    - `label` string, required: Display text for the option; same as name for country-defined options.
    - `category` string, required: Tax category code (e.g., VAT, ISR)
    - `key` string, required: Tax key describing the tax situation (e.g., standard, exempt)
    - `rate` string, required: Rate within the category and key (e.g., general, reduced)
    - `name` string, required: Display name (e.g., "VAT - General Rate (16.0%)")
    - `percent` string: Rate percentage (e.g., "16.0%")
