`GET /runs`

List this account's runs newest first as {items, next_cursor} with keyset pagination.

Costs nothing quota-wise. Call to recover ids after duplicate_run or an idempotency
conflict; pass next_cursor back as before without parsing it. Recover from invalid_key by
replacing the API key. For rate_limited or service_unavailable, wait retry_after_sec and
retry once without changing the cursor.
