`GET /runs/{run_id}`

Read the D18-projected run object with status, outcome, counts, and clips, without URLs.

Costs nothing quota-wise. Call for durable run metadata; use the progress operation while
work is active and the artifacts operation after completion. Recover from run_not_found
by calling GET /v1/runs and selecting an id returned for this account. For
service_unavailable or rate_limited, wait retry_after_sec and retry once.
