`GET /account`

Read the account's tier, quota period, limits, capabilities, styles, and brain state.

Costs nothing quota-wise. Call this first in a session and again after an upgrade so run
options stay within live limits. Recover from invalid_key by replacing the key from the
web key page. For rate_limited or service_unavailable, wait retry_after_sec and retry
once; do not guess capabilities during an outage.
