Delete the override row entirely so the tenant inherits all defaults.

Returning 200 rather than 204 because the body carries the post-delete
effective spec — useful for the admin UI to refresh the panel without
a follow-up GET. Idempotent: deleting an absent row returns
``deleted: false`` but is otherwise a no-op (no 404).
